In a recent drive to boost safety across transportation systems, the Karnataka government mandated the installation of AIS 140 compliant devices, including vehicle location tracking (VLT) systems and emergency panic buttons in public and national permit vehicles. This move aims to enhance passenger safety and improve the management of public transport systems. However, despite the critical importance of these regulations, compliance rates remain startlingly low, with only 1,979 out of 604,000 vehicles meeting the requirements as the November deadline approaches.
The Critical Need for AIS 140 Compliance
The mandate for AIS 140 devices came into effect on December 1, with an initial compliance deadline set for the following November. These devices are essential for real-time monitoring and providing emergency response capabilities, which are crucial in managing fleet safety and ensuring passenger security. The goal is to integrate advanced technology solutions that can help mitigate risks associated with road transport, such as accidents and crimes.
Despite the clear benefits, the compliance rate is less than 0.5% of the total vehicles that need to be equipped with these systems. This poses significant challenges not only to the safety of passengers but also to the vehicle operators who face penalties, including the non-renewal of fitness certificates, if they fail to comply.

Lack of Awareness is a major barrier to compliance:
Many vehicle owners and operators are still not fully aware of the new regulations or the implications of non-compliance. Although the government has provided a one-year grace period and established a 24-hour command and control center to raise awareness, the effectiveness of these initiatives has been limited.
